Model United Nations, Day II & III.

9.00 a.m.
Roll call.

9.30 a.m.
Committee Session I. First resolution up was the one I co-submitted with the delegate of India. I was partly decaffeinated, partly tired and mostly confused about the procedures, so most of the time I just stayed quiet. In case you are a n00b like me, this is how the procedure goes-

  • Main submitter (here the delegate of India) reads out the resolution, clause by clause.
  • Chair asks for any points of clarification from the floor.
  • Main submitter gives her 'for' speech.
  • Chair asks for any points of information from the floor.
  • Chair draws up a speakers list, 'for' and 'against'.
  • After each 'for'/'against' speech, more points of information.
  • Amendments are made- friendly if main submitter agrees, unfriendly if main submitter disagrees and thus the amendment has to be debated upon. (Speeches 'for' and 'against' the amendment, then a voting procedure.)
  • Motion to move into voting procedure. It either passes or fails, but if there's a motion to divide the house;
  • Re-voting takes place, this time with no abstentions.
It took two resolutions for me to finally get my head around all the terms and stuff. Watching the other delegates raise their placards, and then the chair says "Delegate of _________, acknowledged, what point do you rise?" and the delegates say
"Point of parliamentary inquiry" (like when they're not sure about some kind of protocol) or
"Point of personal privilege" (like when they ask admin to do things like turn down the air-conditioning) or
"Point of information" (like when they want to slam someone/gaduh gaduh gaduh) or
"Point of clarification" (if they want the speaker to explain something).
And I'm just like "O_O" at all these terms, for the first hour or so anyway.
